The project will contribute to improving rural livelihoods in rural areas and reduction of socio-economic divergence in the north-west region (Gakh, Zagatala, and Balakan) of Azerbaijan by supporting improvement of inclusive agri-food systems that promote local food heritage through Globally Important Agricultural Heritage Systems (GIAHS) and development of inclusive and efficient value chains for selected food products. The focus will be placed on ethnic food campaigns, particularly addressing the needs of women and rural youth involvement in local agri-food systems. The project will also provide focused support to local agri-food producers in the selected pilot regions, the unique characteristics of local production systems, and attractiveness for agricultural tourism opportunities. Implementation period 2020-2022.
ARWA, under guidance of project’s international consultants and FAO’s technical officers, is responsible for implementation of the activities and producing of deliverables listed below:
- Improve business management capacities of selected farmer groups and food business operators.

2) Develop and execute gender-equality oriented campaigns for improved recognition of rural women’s involvement in selected local food heritage.
The activity will focus on empowerment, leadership and organization of women’s groups.

- Organize a virtual campaign to recognize rural women’s role in local food heritage through producing / collecting / online publishing of photo and video materials of women engaged in production of local food under hashtag #qadınəlləri (women’s hands).
- Produce / collect / publish online interviews of local women community leaders and activists who speak of their leadership, financial independence, entrepreneurship activity, community work, and other topics.
- Produce and publish short video materials on preparation of local food by women from the region.
- Produce and publish short video materials on hygienic preparation of food to ensure quality and safety of food products.

Short films about the leader women
FAO Partnership and Liaison office in Azerbaijan, together with the Ministry of Agriculture of the Republic of Azerbaijan, is implementing a project titled “Improved food security and rural livelihoods through women´s economic empowerment” funded by the Government of Azerbaijan. The project aims to improve food security and achieve socially inclusive rural development and sustainable livelihoods as a result of rural women’s empowerment.
This will be achieved through the following Outputs:
- Output 1. Capacities and gaps assessed and technical support provided for the strengthening of gender-responsive rural advisory services.
- Output 2. Women’s self-organization and access to information networks supported, and measures to fight against stereotypes in agriculture and rural livelihoods implemented for social behavioural change.
- Output 3. Women farmers are provided with better access to markets, means for processing and public credits, and with capacity development on business creation, expansion and marketing.
The project provides support to rural women in:
- increasing their technical knowledge in such areas as Livestock, Poultry, Bee Keeping, Fruit and Vegetable Growing.
- improving skills in hygiene on farms, agriculture innovations, business development and marketing.
- gaining equal access to economic opportunities.
These activities will assist to increase productivity of women’s small farms and improve food security in the country at the end.
The project intents to work with Azerbaijan’s decision-making entities in agriculture and rural development to improve understanding of links between gender equality and agriculture and food security, and address the issues in their policies and practices.
The project identified Tovuz, Gedebey, Gakh, Ismayilli, and Terter regions as priority regions for baseline assessments and ongoing monitoring of project’s impact, however, implementation of the project activities will not be limited only to those, and all women across the country can apply to capacity development activities to benefit from the opportunities provided.
Short description of ARWA’s contribution and expected impact.
ARWA, under guidance of Project Team and FAO’s technical officers, will contribute to the following activities under the project:
1) Organization of community workshops and regular meetings through the leadership of AKİA, the State Agro Trade Company, regional rural advisory services, local governments and existing NGOs, women farmers’ groups, associations and cooperatives.
1.1 Organize monthly meetings in selected communities (one community in each target region - Tovuz, Gedebey, Qakh, Ismayilli, Terter ) for community members, with particular focus on women, on different topics of their interest, as a form to promoting local women’s networking and empowerment. Within these monthly meetings, throughout the month of March-April 2021 deliver presentations about the project to ensure that local women and men are effectively informed of the project and its activities, and are mobilized to support it.

1.1.2 Identify rural women from the target regions who are engaged in farming in accordance with the developed criteria.
Identify throughout the project implementation different needs and interests of women and men that could contribute to women’s empowerment, and share this information with the rest of the project team.
1.1.3. Keep the project team informed about the progress of work, as well as the overall situation and ambiance in local communities with respect to the project.
1.1.4. Provide ongoing support and act as a bridge between the project team and the pilot communities, local authorities, rural women and men.
1.1.5. Support the project team in the organization of field missions and events at the community as requested.
1.1.6. Act as a first-line entry point for community members regarding any question, interest or issue with the project.
2) Development of an awareness raising and information campaign, including the development of a weekly radio broadcast, as well as visibility materials, such as posters, a video and boards, emphasizing the contribution of rural women and girls to agriculture and the rural economy.
2.1 Contribute to dissemination of the project materials and information with community members.
2.2 Organize video shooting of ALL trainings, for further learning purposes, and other activities for advocacy and visibility purposes, to produce materials for the project visibility
2.3 Prepare a list of topics to be covered by the project’s radio program, and contribute to the broadcast. Disseminate related information among community members and identify and recommend speakers who can be interviewed at the radio.
3) Provision of trainings by project staff together with the beneficiary organization to rural women.
3.1 Assist the project team in identification of beneficiaries for the training and business development.
3.2 Assist the project team in implementing its capacity development plan for rural women
3.3. Based on FAO modules, organize trainings in the target areas, online or face-to-face, as requested by the project team.
3.4 Organize at least 10 trainings. Train at least 50 women (List of beneficiaries with their profiles)
